Workboat Code for CTVs — Offshore Wind Crew Transfer Vessel Requirements
Crew Transfer Vessels (CTVs) are the fastest-growing part of the workboat sector, driven by offshore wind. They operate under the same Workboat Code framework as any other small commercial vessel, but their specific job — repeatedly transferring technicians on and off turbines — adds operational considerations worth understanding on their own terms.
Why CTVs Sit Squarely Under the Workboat Code
A CTV's Workboat Code certificate defines its Category (the sea/weather conditions and distance-from-safe-haven standard it's built and equipped for) and its Area of operation (the wind farm zone and transit route it's certified to work in). Because CTVs typically run the same route repeatedly, day after day, there's a real risk of the Category and Area limits becoming background noise — routine familiarity is exactly when certificate limits get quietly tested "just this once."
What Makes CTV Operation Distinct
- Repeated personnel transfers — technicians boarding/disembarking onto turbine structures multiple times a day, each one its own transfer-safety evaluation, not a one-off event to plan around
- Tidal and weather windows — voyage planning has to work backwards from the day's turbine schedule and the return tidal window, with contingency for delays, rather than planning forward and hoping it fits
- Commercial pressure — a fully booked technician schedule creates real pressure to push transfers in marginal conditions; Workboat Master orals test whether a candidate's authority over individual transfer decisions holds up under that pressure
Certification Beyond the Vessel
CTV crew typically also hold GWO (Global Wind Organisation) Basic Safety Training alongside their maritime qualifications — a separate, offshore-wind-specific requirement layered on top of, not instead of, the vessel's own Workboat Code certification and the crew's maritime licensing.
