Maintenance and survey records are supposed to follow a vessel through changes of ownership or management. In practice, Gard's loss-prevention guidance is blunt about this: they often don't. The Master: Command Risk Without a Baseline

You're legally and operationally accountable for a vessel whose true condition you can't verify against paperwork. Without continuity of information, the only honest position is to treat every system as unverified until your own crew has checked it — not to assume a clean survey history just because nothing's flagged.

Bridge Officers: The Passage-Planning Blind Spot

Navigation equipment calibration history, past defects, and known quirks of specific systems (a compass with a known deviation pattern, radar with a documented blind arc) may simply not be there. Treat unfamiliar equipment as unverified until you've personally confirmed it performs as expected, not as-documented.

Deck: Equipment Condition Unknowns

Lifting gear, mooring equipment, lashing points — all carry wear histories that matter for safe working loads and inspection intervals. Without records, deck teams are effectively re-establishing a baseline from scratch, which takes real time most handovers don't budget for.

Engineering: The Highest-Stakes Gap

This is where undocumented risk is most likely to actually cause a casualty. Machinery maintenance schedules, known recurring faults, parts substitution history — engineers inheriting a vessel without this information need meaningfully more time to establish a reliable technical baseline before they can trust routine indicators the way a normal handover would allow.
