A. STCW TABLE A-II/1 — OOW UNLIMITED COMPETENCES: STCW Convention Regulation II/1 and Table A-II/1 specify the minimum standard of competence for officer in charge of a navigational watch on ships of 500 GT or more. FUNCTIONS covered at the operational level: (1) NAVIGATION: plan and conduct a passage; maintain a safe navigational watch; use of RADAR and ARPA; use of ECDIS; conduct astronomical and terrestrial position fixing; (2) CARGO HANDLING AND STOWAGE: monitor loading and discharging of cargo; inspect and report on cargo conditions; (3) CONTROLLING THE OPERATION OF THE SHIP AND CARE FOR PERSONS ON BOARD: maintain seaworthiness; prevent, control and fight fires; operate life-saving appliances; apply medical first aid; (4) RADIO COMMUNICATIONS: undertake radio communications using the GMDSS; (5) SAFETY AND SECURITY: apply seamanship skills; contribute to safety of navigation in waters near ice. METHOD OF DEMONSTRATION: Table A-II/1 specifies for each competence: the knowledge, understanding and proficiency required; the methods for demonstrating competence (examination, assessment, simulator); and the criteria for evaluating competence. CERTIFICATE OF COMPETENCY: issued by MCA when STCW requirements satisfied, medical fitness confirmed, and sea service requirements met.

B. STCW A-II/1 specifies only navigation competences for OOW. Cargo, emergency, and communications competences are covered by separate STCW modules not included in the OOW certificate.

C. STCW certification for OOW is valid permanently once issued. There are no revalidation requirements as STCW is based on initial competence assessment only.

D. STCW A-II/1 only applies to vessels over 3000 GT. Vessels between 500 and 3000 GT are covered by a different, less demanding competence standard.
