During an approach to berth in a moderate offshore wind, the wind unexpectedly strengthens significantly mid-approach, beyond what the vessel's engines/thrusters can comfortably counteract without tug assistance, and no tugs are currently made fast. What should the Master/pilot do?
A. Increase engine power to maximum without reassessing whether this is sufficient for the new wind strength
B. Reassess immediately — abort or pause the approach, open sea room if necessary, and call for tug assistance before continuing, rather than pressing on with an approach the vessel can no longer safely complete with its own resources alone; committing further into a worsening situation increases risk rather than resolving it
C. Continue the approach as planned since aborting at this stage would cause delay
D. Hand control to the OOW and step away from the immediate decision, since the situation has become more complex
