What general restriction applies to launching a Fast Rescue Craft (FRC) or rescue boat in relation to the parent vessel's speed, and why does this matter when planning a man-overboard recovery?
A. Rescue boats and FRCs are designed to be launched while the parent vessel is making headway up to a limited speed through the water (commonly around 5 knots, as specified for the particular davit/boat by its manufacturer and approval documentation); the parent vessel should therefore be brought to, or reduced to, a speed within this limit before launching, which is an important factor in planning the approach and timing of a man-overboard recovery
B. There is no restriction; rescue craft can be safely launched and recovered at any speed the parent vessel can achieve
C. The speed restriction applies only to lifeboats and not to rescue boats or FRCs
D. FRCs can only be launched when the parent vessel is completely stopped and making no way whatsoever, in all circumstances
