A. SOLAS IV Regulation 4 (functional requirements) specifies that every ship, while at sea, must be capable of: transmitting ship-to-shore distress alerts; receiving shore-to-ship distress alert relays; transmitting and receiving ship-to-ship distress alerts; transmitting and receiving search-and-rescue coordinating communications; transmitting and receiving on-scene communications; transmitting and receiving signals for locating (e.g. SART/AIS-SART); transmitting and receiving Maritime Safety Information (MSI); transmitting and receiving general radiocommunications; and transmitting and receiving bridge-to-bridge communications. The regulation deliberately frames GMDSS around WHAT the ship must be able to DO, with the specific equipment carriage requirements (by sea area) being the means of satisfying these functions, not an end in themselves.
B. SOLAS IV/4 specifies only a single function — transmitting a distress alert — with no requirement to receive alerts, coordinate SAR communications, receive MSI, or communicate bridge-to-bridge.
C. The functional requirements apply only to passenger ships; cargo ships are subject only to an equipment carriage list with no underlying functional requirement.
D. Bridge-to-bridge communication is not one of the SOLAS IV functional requirements and is instead governed exclusively by COLREGs, with no GMDSS connection.
