RISQ Q8.21 requires the Voyage Safety Plan/checklist to explicitly confirm that the master or trained representatives have been made aware monitoring "is to be continued... because concentrations may reach their highest levels after several days." Why would gas concentration inside a sealed, fumigated hold continue rising for days rather than peaking immediately after application?
