Why must the kill cord (engine cut-off lanyard) always be worn while driving a powerboat?

An unmanned powerboat at speed is a lethal hazard to anyone in the water. The "circle of death" — where a powerboat without a driver circles repeatedly through the area where the driver fell — has killed and seriously injured people.
