Typically shows 1-compartment, 2-compartment, or 3-compartment flooding cases; (b) WATERLINE AND LIST: the predicted waterline and list after flooding of each defined scenario; (c) MARGIN LINE: if waterline after flooding reaches the margin line (75mm below the lowest point of the bulkhead deck) — the vessel is at risk of sinking; (d) RESIDUAL STABILITY: residual GZ after flooding — positive GZ means the vessel can survive; negative means capsize is likely. PRACTICAL USE IN EMERGENCY: (1) When flooding is detected — consult the Damage Stability Booklet to identify which compartment is affected and what the predicted outcome is; (2) Compare actual flooding with predicted scenario — identify if multiple compartments are flooded (worse than single compartment prediction); (3) ACTIONS TO IMPROVE STABILITY: the booklet may suggest counter-flooding (flooding the opposite compartment) or jettisoning cargo to improve stability — these are last resort options; (4) BILGE PUMPING: if the predicted flooding scenario is survivable and bilge pumps can control the rate — this informs the decision to stay and fight vs abandon ship.
B. Damage stability is a design matter for naval architects and is not relevant to OOW duties in an emergency. The OOW should focus on pumping and patching the hull.
C. Damage stability only applies to passenger vessels. Cargo vessels are required only to have adequate intact stability — damage scenarios are not calculated for cargo ships.
D. The subdivision index (si) of a vessel must exceed 0.5 to allow commercial operation. The OOW must check the si is current before each voyage.

At 0300 on your watch, a bilge high-level alarm activates for the engine room bilge. The duty engineer is not responding to his cabin call. What do you do?
A. BILGE ALARM — ENGINE ROOM — OOW RESPONSE: (1) DO NOT IGNORE: a bilge alarm in the engine room could indicate: minor bilge accumulation (normal during watch) OR flooding from a hull fitting, sea chest, stern tube, or pipe failure; (2) CALL MASTER: immediately wake the master — this is not a situation the OOW handles alone; (3) CALL CHIEF ENGINEER: call the C/E directly, not just the duty engineer; (4) MANUAL CALL: if cabin phones not answered — physically send someone to wake the duty engineer and C/E; (5) CHECK VISUAL: if the engine room has a CCTV camera on the bridge, check for visible flooding; (6) DO NOT ENTER ALONE: do not enter the engine room alone at night — 2-person rule; (7) SOUND BILGE PUMPS: the OOW may be able to activate the engine room bilge pump remotely from the bridge or engine control room — consult the ship's systems manual; (8) ASSESS URGENCY: does the alarm show the bilge is rising fast (ship flooding) or is it a normal periodic alarm (normal bilge accumulation)? A rising alarm with no one responding is an emergency; (9) REDUCE SPEED: if flooding is suspected, consider reducing speed to reduce hull stress; (10) PREPARE EMERGENCY: if the alarm is rising rapidly and no engineering response after 5 minutes — treat as emergency flooding: sound general alarm, muster crew, prepare lifesaving equipment.
B. The bilge alarm is an engineering matter — wait for the duty engineer to respond in his own time. The OOW has no role in engine room alarm response.
C. Enter the engine room alone to investigate the source of the bilge alarm immediately. Speed of investigation takes priority over the 2-person entry rule.
D. The bilge alarm at 0300 is almost certainly a false alarm or normal accumulation. Acknowledge the alarm, reset it, and monitor for 30 minutes before taking further action.

During your watch you notice the vessel has developed a 5-degree list to starboard that was not present at the start of the watch. No alarms have activated. What do you do?
A. UNEXPLAINED LIST — EMERGENCY PROCEDURE: (1) ASSESS IMMEDIATELY: a 5-degree list that developed during your watch without explanation is a SERIOUS FINDING — it indicates either (a) flooding (ingress of water on the low side); (b) cargo shift; (c) uncontrolled ballast transfer; (d) fuel consumption asymmetry (less likely to cause 5° suddenly); (2) CALL MASTER: immediately and urgently — do not delay to investigate alone; (3) SOUND BILGES: instruct duty engineer or bosun to immediately sound all bilges and ballast tanks — identify if flooding has occurred; (4) STABILITY CHECK: what is current GM? A 5-degree list with the current GM is consistent with what weight/flooding?; (5) CHECK BALLAST TANKS: are any ballast valves open that should not be? Any ballast transfer in progress?; (6) CHECK CARGO: any cargo shift possible?; (7) REDUCE SPEED: immediately — reducing dynamic forces reduces risk of further list from free surface sloshing; (8) CORRECT THE LIST: do NOT correct the list with ballast until cause is identified — ballasting to correct a flooding-induced list without stopping the flooding can mask the true emergency; (9) PREPARE: if flooding is confirmed and cannot be controlled — muster crew and prepare to issue MAYDAY.
B. A 5-degree list is within normal operational parameters for a laden vessel. Continue the watch and monitor the inclinometer over the next hour.
C. Correct the list immediately by pumping ballast to the port (high) side. Once the vessel is upright, investigate the cause.
D. Reduce speed to 5 knots and monitor the list. If it reaches 10 degrees, call the master. A 5-degree list alone does not justify disturbing the master at night.
