The bosun requests permission to carry out welding on the forecastle deck to repair a mooring chock. As OOW in port, what are your obligations before authorising any hot work?
A. A hot work permit must be issued before any welding, cutting, or grinding where sparks or heat can ignite surrounding materials. Before issuing: identify fire risks in the area and adjacent spaces (fuel pipes, paint stores, electrical cables, wooden fittings); ensure a fire watch is posted during work and for 30-60 minutes afterwards (smouldering fires take time to develop); ensure fire extinguishers and a charged hose are immediately available; check wind direction — sparks travel downwind; identify nearest fire detection coverage for the area. The permit specifies: location, nature of work, time period, fire precautions, who is responsible. In port, inform port authority if their hot work permit procedures apply. The OOW does not sign the permit — in most SMS systems, the master or chief officer signs. The OOW must verify precautions are in place.
B. Routine maintenance welding in port does not require a permit. Issue a verbal authorisation and assign the duty AB as fire watch.
C. Hot work permits are only required in enclosed spaces or near fuel tanks. Open deck welding on a mooring chock requires no special authorisation.
D. The bosun is a senior rating and is responsible for his own safety. The OOW has no role in hot work authorisation — this is an engineering department matter.

A. The fire triangle requires three elements simultaneously: heat (ignition source), fuel (combustible material), and oxygen. Remove any one element and the fire goes out. Classes: Class A — solids (wood, rope, bedding) — water, foam, dry powder; Class B — flammable liquids (fuel oil, paint, solvents) — foam, CO2, dry powder; Class C — flammable gases (LPG, acetylene) — dry powder, shut off supply first; Class D — combustible metals (magnesium, titanium, sodium) — specialist dry powder only; Class F (electrical equipment) — CO2, dry powder — NEVER water. Note: electrical fires are sometimes classed separately rather than as a fire class.
B. The fire triangle requires fuel and oxygen only. Heat is automatically generated by combustion and cannot be removed independently. There are two classes of fire: liquid and solid.
C. Class A fires are fought with CO2 only. Class B fires require water fog. Class C fires use dry powder. This sequence applies to all shipboard fires.
D. Water is the universal firefighting medium for all classes of fire at sea. Foam and CO2 are supplementary agents used only when water is unavailable.

A. Smoke detectors (ionisation or photoelectric): detect combustion particles — most effective for smouldering fires producing visible or invisible smoke before open flame. Heat detectors: either fixed-temperature (alarm at a set temperature, e.g. 57-96 degrees) or rate-of-rise (alarm when temperature rises faster than normal, e.g. 5 degrees per minute) — effective for fast-burning fires. Flame detectors: detect infrared or ultraviolet radiation from open flames — effective in machinery spaces with high background heat. Gas/carbon monoxide detectors: detect CO as an early indicator of smouldering fires. SOLAS II-2/7 requires automatic fire detection and alarm systems in crew accommodation, service spaces, control stations, and cargo spaces as appropriate.
B. SOLAS requires only heat detectors on cargo ships. Smoke detectors are for passenger vessels only. All detectors must be tested annually.
C. A single type of detector (smoke) is approved by SOLAS for use in all spaces on all ship types. Variation between spaces is not permitted.
D. Fire detection on cargo ships is provided exclusively by the ship's fire patrol — electronic detection systems are optional additional equipment.
