When the ER is finally entered after the fire, the team discovers approximately 2 tonnes of oily bilge water in the bilge that has accumulated during the fire fighting. The water is contaminated with HFO residues from the bilge fire source. The chief engineer says "We'll pump it overboard at sea — it's only 2 tonnes and we're in deep water." What is the correct position?
A. The oily bilge water must not be pumped overboard without processing through the OWS to a maximum of 15 ppm. Under MARPOL Annex I, accidental contaminated bilge water is still subject to the discharge restrictions. It must be recorded in the Oil Record Book Part I and either processed onboard or discharged to port reception facilities. A fire event does not exempt the vessel from MARPOL
B. The fire was an emergency — MARPOL provides an exception for accidental discharges from emergency firefighting operations
C. Two tonnes is below the MARPOL threshold for reporting and can be pumped overboard at any time outside 12nm
D. Log it as "firefighting water" in the ORB and pump it overboard — this category does not require OWS processing

A. Sound the general alarm immediately. Inform the Master. Do NOT ring the engine room to ask them to investigate — they are in the fire zone. The general alarm brings the emergency team to their stations and ensures the CO₂ room and fire parties are ready before any further assessment
B. Ring the engine room first to check if it is a real fire or a sensor fault — this avoids a false alarm muster
C. Go to the CO₂ room and stand by to discharge — you may need to act quickly
D. Alert the chief officer and wait for his assessment before sounding general alarm

A. Order the chief engineer and ALL engine room personnel to evacuate immediately and close the ER fire dampers and watertight doors. Do not allow investigation without full BA team and hose in place. Smoke in an ER bilge area of a naphtha carrier is a serious fire risk — vapour ignition can occur in seconds
B. Allow the chief engineer to investigate — he knows the space and if it is small it is better to tackle it immediately
C. Tell the chief engineer to use the local CO₂ extinguisher first and report back
D. Wait the two minutes before taking any further action
