B. No — maintain PAN PAN since the vessel has not yet grounded and the tug ETA is before the projected grounding time
C. Wait until the vessel is within 3nm of the shoal before upgrading to MAYDAY

D. Alert the chief officer and wait for his assessment before sounding general alarm
