It is a "flattened out" drawing of the entire external shell (hull) plating of the ship, showing every plate, its thickness, the frame spacing and numbering, and the location of openings (shell doors, sea inlets, discharges) — used as a reference for locating structural members and openings, planning repairs, and cross-referencing damage or thickness measurement reports to a specific plate and frame location A shell expansion plan ("unrolls" the curved hull shell onto a flat drawing) shows the full layout of the shell plating — every plate's position, thickness, and the frame numbering system used to locate positions fore-and-aft, together with all openings in the shell such as sea chests, overboard discharges, shell doors and sidescuttles. It is one of the core structural drawings carried onboard (often as part of the ship's drawing/plan portfolio referenced in the Enhanced Survey Report File for bulkers/tankers). A Master or officer uses it to translate a reported position ("damage at frame 86, port side, 2m above the waterline") into an actual location on the ship, to brief surveyors or repair yards precisely, and to cross-check thickness measurement reports against the as-built plating thickness for that frame/plate.
