Workboat Code vs Boatmaster Licence — What's the Difference?

Two different documents, two different things they certify — this is the single most common point of confusion for anyone new to the small commercial vessel sector. Here's the distinction in plain terms.

The Workboat Code Certifies the Vessel

The Workboat Code is a vessel standard. It sets the construction, stability, equipment and manning requirements a workboat, CTV or pilot boat has to meet, and results in a certificate that belongs to the vessel — specifying its Category and Area of operation. A vessel can't legally operate commercially under the Code without this certificate being current.

The Boatmaster Licence Certifies the Person

An MCA Boatmaster Licence (or equivalent commercial endorsement, depending on the vessel type and trading area) is a personal qualification — it certifies that an individual has the competence to command a vessel of a given size and area. It belongs to the person, travels with them between employers and vessels, and has its own sea service, training and examination requirements entirely separate from any vessel's certification.

Why They Get Confused

Because both frequently apply to the same vessel at the same time — a CTV operating under a Workboat Code certificate is very likely to be commanded by someone holding a Boatmaster Licence appropriate to that vessel's size and area. It's easy to conflate "the vessel is certified" with "I am certified to run it," but neither one substitutes for the other. A perfectly certified vessel still can't sail without a suitably licensed Master aboard, and a fully licensed Boatmaster still can't legally operate a vessel whose Workboat Code certificate has lapsed.

The Practical Takeaway
