Workboats and CTVs often run tighter manning levels and specific working-hours restrictions compared to larger merchant vessels — and orals examiners like to test whether candidates understand why, not just that the rule exists.

Why Manning Is Tied to the Certificate, Not Just Common Sense

A workboat's certified manning level is set as part of its Workboat Code assessment — it isn't a general guideline the Master can flex based on how the day is going. Manning is scaled to what the vessel and its safety equipment can support in an emergency: how many people are needed to safely handle machinery, watchkeeping, and an emergency response (fire, MOB, flooding) simultaneously, with no spare hands to improvise roles if someone is unavailable.

Hours of Rest — MLC 2006

The Maritime Labour Convention 2006 sets minimum hours of rest (or maximum hours of work) for seafarers, and this applies to workboat and CTV crew the same as any other commercial vessel. In small-crew operations the practical risk is sharper: with fewer people to share watchkeeping and transfer duties, it's easier for an individual's rest hours to be quietly eroded over a busy campaign — extra transfers squeezed in, an early departure "just this once."

What This Is Actually Protecting Against

• Fatigue-driven error — a tired Master or deckhand making a bad call during a personnel transfer or close-quarters manoeuvre
• No slack in the crew — if manning is already at the certified minimum, there's no buffer if someone is fatigued, injured, or needs to step back from a task
• Cumulative risk over a rotation — one long day is recoverable; a pattern of eroded rest across a multi-week campaign is where MLC hours-of-rest breaches tend to actually originate

In an oral exam, the strongest answer connects the rule to the risk: manning and hours-of-rest limits exist because small-crew vessels have no redundancy — every person's alertness and every certified role matters more when there's nobody spare to cover a gap.
