Workboat Code Certification & Survey Requirements

Every Workboat Code certificate is time-limited and survey-dependent — it's not a one-off assessment. This guide covers how certification is obtained and maintained, and why an expired or lapsed certificate is a live risk a Master has to actively manage, not paperwork someone else handles.

Initial Certification

Before a vessel can operate commercially under the Workboat Code, it goes through an initial survey against the standard for its intended Category and Area of operation — construction, stability data, watertight integrity, machinery, and safety equipment fit are all assessed together as a package matched to that operating profile.

Ongoing Survey — Why It Doesn't Stop at Day One

Certification isn't permanent. Vessels are subject to periodic surveys through the certificate's validity period, plus a full renewal survey before the certificate expires. Between formal surveys, the vessel still has to be maintained in the condition it was originally assessed in — a certificate reflects the vessel as surveyed, not the vessel as it happens to be today if maintenance has slipped.

What an Expired or Invalid Certificate Means

A vessel operating with an expired Workboat Code certificate is, in effect, uncertified for commercial operation — this exposes the operator to enforcement action, and exposes the Master personally to the consequences of knowingly operating outside a valid certificate. If a survey has flagged deficiencies, or the certificate has lapsed, "we'll sort the paperwork later" is not a defensible position if something goes wrong in the meantime.

The Master's Practical Responsibility

  • Know your vessel's certificate expiry date and don't rely on someone else to track it
  • Understand what Category and Area the current certificate actually covers
  • Report anything that could affect the vessel's compliance with its surveyed condition (damage, modifications, equipment failures) rather than assuming it's someone else's job to notice
