Workboat Code Edition 3: Planning Your Renewal Survey Around the December 2026 Deadline

Your Deadline Isn't Necessarily 13 December 2026

The rule that actually governs your timeline: comply by your vessel's next renewal examination, or three years after the Code's 13 December 2023 entry into force — whichever is later. For a lot of vessels that resolves to the 13 December 2026 backstop, but if your next scheduled renewal survey falls before then, that's your real deadline, not the headline date everyone's talking about. Know your own vessel's actual renewal date before you plan around the wrong one.

What the Certifying Authority Will Actually Be Looking For

The centrepiece of the survey under WB3 is the Safety Management System required by Section 31.2 — proportionate to your vessel's size and complexity, covering the areas set out in Appendix 8, with terrestrial and marine aspects both addressed. Alongside it, Section 31.3 brings in a formal cyber security obligation for the first time, scaled to your operation, referencing IMO MSC.428(98). If your vessel runs on lithium-ion or lead-acid battery propulsion, Annex 1 (read with MGN 550) adds ventilation, charging, training and disposal requirements the surveyor will expect to see addressed specifically, not folded generically into the rest of the SMS. Bilge pumping arrangements and seating are also real, checkable items — not just paperwork categories.

ROUVs Are a Different Case

If you're responsible for a Remotely Operated Unmanned Vessel rather than a manned workboat, don't assume the same three-year transition applies to you — it doesn't. ROUVs have had to meet the Section 31 SMS and cyber security requirements from the date the Code itself came into force, 13 December 2023, with no grace period. If a ROUV under your management is still working from pre-WB3 documentation, that's a live gap, not a future one.

Planning the Survey, Not Being Caught By It

The MCA and Workboat Association's own advice is blunt: "check the code, prepare the vessel, book the survey" — specifically because the real risk in late 2026 isn't non-compliance, it's a shortage of survey slots as every operator who left it late tries to book at once. Booking early doesn't just avoid the queue — it also gives you time to actually close out any SMS gap the surveyor flags, rather than discovering it with weeks to spare. A conditional pass with a correction plan is a manageable outcome; discovering a real gap the week before your deadline is not.
