What's Confirmed So Far

On Sunday 29 July 2026, the offshore vessel Wind Orca struck the container ship BG Orange while it was berthed at the Port of Tyne. The collision brought down a dockside gantry crane onto BG Orange, and one person was taken to hospital with non-life-threatening injuries. Separately, and far more visibly, an estimated 25 tonnes of plastic pellets — used as raw material to manufacture most plastic products — entered the River Tyne. South Tyneside Council confirmed pellets washing up on South Shields beach; the environmental charity Fidra's tracking map recorded sightings as far away as Sunderland, roughly 11km south. The spill site sits less than 5km from Marsden Bay, a significant seabird breeding area. The Port of Tyne says it activated its incident response plan as soon as the scale of the spill became clear, and clean-up and salvage work is ongoing alongside efforts to keep the port operating.

What isn't yet known: why the collision happened. No investigation findings have been published at the time of writing. This article doesn't speculate on cause — it focuses on what's confirmed, and on a regulatory gap that was already a live issue before this incident, not one invented by it.

Why a Cargo Loss Becomes an Environmental Crisis This Fast

Nurdles are lentil-sized, buoyant, and effectively impossible to fully recover once they're in open water — they don't sink, they don't biodegrade in any meaningful timeframe, and they disperse across coastlines faster than most spill responses can contain them. That combination is exactly why campaigners like Fidra have been pushing for years for plastic pellets to be treated as seriously as any other cargo capable of causing serious environmental harm — and why the gap between voluntary guidance and mandatory rules matters so much here.

The Regulatory Gap, in Plain Terms

In March 2024, IMO's Marine Environment Protection Committee (MEPC 81) approved MEPC.1/Circ.909 — recommendations on carrying plastic pellets by sea in freight containers: proper identification of the cargo, robust packaging, and stowage under deck or in sheltered areas rather than exposed on deck. The catch: it's voluntary, not binding. In April 2026, MEPC 84 went a step further and agreed to develop a genuinely mandatory code governing plastic pellet carriage, under MARPOL Annex III and/or SOLAS — with the Sub-Committee on Pollution Prevention and Response (PPR 14) now tasked with drafting it. India has already moved unilaterally, requiring under-deck stowage only and IMDG-equivalent packaging for pellets moving through its ports from 15 April 2026. The Wind Orca/BG Orange spill lands in the middle of exactly this transition — from recommendation to requirement — and is likely to be cited in that drafting process as a live example of what's still possible under voluntary rules.

What's Already In Motion Regulatorily

  1. MEPC.1/Circ.909 already recommends under-deck or sheltered stowage and robust packaging for plastic pellets — voluntary, but worth following now rather than waiting for the mandatory code.
  2. A mandatory global code is in active development (PPR 14, reporting to MEPC), following MEPC 84's April 2026 decision — expect binding stowage and packaging requirements within the next development cycle.
  3. India's April 2026 domestic rules (under-deck only, IMDG-equivalent packaging) are a preview of what a mandatory global code is likely to require.
  4. Terminal and port emergency response plans should already treat a container/cargo loss involving plastic pellets as a fast-moving environmental incident, not a standard cargo-damage claim — the Port of Tyne's own response is a real, current example of that plan being activated at scale.
