SCOPIC in Plain English: What It Pays For, and What a Master Does the Moment It's Invoked

SCOPIC — the Special Compensation P&I Club Clause — is an alternative form of salvor remuneration, computed differently from the compensation set out under Articles 13 and 14 of the International Convention on Salvage 1989. It exists because "no cure, no pay" salvage, and even Article 14's special compensation, didn't adequately protect salvors taking on high-risk, environmentally sensitive jobs where the property being saved might have limited value.

How It Actually Works

SCOPIC provides agreed tariff rates as an indemnity for the salvage services performed and the salvor's investment in the operation, with a fixed 25% uplift on top. It's invoked alongside Lloyd's Open Form (LOF), not instead of it — LOF remains the salvage contract; SCOPIC is the compensation mechanism that can be triggered within it.

This Is Not a Theoretical Clause

Between 1999 and 2020, more than 200 LOF cases invoked SCOPIC, with payments exceeding USD 300 million. A Master is realistically more likely to encounter SCOPIC in a real casualty than many other salvage-law provisions covered in orals.

What Changes Operationally the Moment SCOPIC Is on the Table

The moment a salvor invokes SCOPIC, reporting obligations to owners, the P&I correspondent, and often the flag state change immediately — this isn't a background legal detail to leave to the office ashore. A Master's practical job is knowing that invocation has happened, understanding it changes the commercial and reporting framework of the casualty response, and making sure owners/P&I are informed without delay, not working out the tariff mechanics personally.
