The Number That Makes This Confusing

The maritime industry keeps warning about an officer shortage. BIMCO and the International Chamber of Shipping's 2026 Seafarer Workforce Report puts the current shortfall at around 39,100 STCW-certified officers, growing toward a forecast need for over 113,000 more by 2030. If you've just finished a cadetship and can't get a single reply to your applications, that headline probably feels insulting. Here's the part that doesn't make the press release: the same report shows the shortage is concentrated at senior and management level, alongside a forecast surplus of tens of thousands of ratings and junior officers. The industry doesn't have too few people — it has too few people with a proven track record, and that's a different problem to solve.

Why the Gap Actually Exists

  • The experience catch-22. Companies hiring third officers and junior engineers want to see sea time and a track record beyond the paper certificate — but you can't build that track record without someone giving you the first contract. Marine Insight has documented this pattern in the industry for years, and the underlying mechanic hasn't changed: demand for junior officers rises and falls with the shipping cycle, while academies keep producing cadets on a fixed schedule regardless of where that cycle happens to sit.
  • Sponsorship type matters more than people admit. Cadets fully sponsored by a shipping company usually walk straight into a contract with that company after qualifying. Cadets who were self-funded, or sponsored mainly for tax reasons, often have to find their own first officer job from scratch — a genuinely harder search with no internal pipeline behind it.
  • Waiting periods are normal even inside a pipeline. Even cadets on a company scheme commonly report gaps of several months between sea phases while waiting for a berth. A gap on its own isn't a sign your application has failed — it's often just how fleet scheduling works.
  • A patchy Training Record Book undersells you. If your TRB sign-offs were inconsistent because nobody on board was formally responsible for training you, a recruiter reviewing your file just sees gaps, not the context behind them.
  • Most cadets have never done a real maritime interview. A strong Certificate of Competency doesn't explain itself in an interview room. Cadets who've never had to talk through how they actually handled a situation on board are competing against candidates who have — regardless of who's the better officer on paper.

What Actually Closes the Gap

  • Start applying before your cadetship finishes, not after — companies hiring for a specific joining date want lead time, not a candidate who's already idle.
  • Target companies with a documented cadet-to-employment track record over ones simply advertising cadetships — a scheme that historically retains its own cadets is a different bet to one that doesn't.
  • Keep proof, not just paperwork. A certificate shows you passed an exam; a record of what you actually did and how you performed on board is what closes the catch-22 above.

That last point is the whole issue in miniature: the gap between finishing a cadetship and landing a first contract is largely a proof problem, not a competence problem.
