Paris MOU Secretary General Luc Smulders has made a pointed argument about how shipping actually uses its Safety Management System: not well enough. His core message is simple to state and harder to practise — the SMS should give continuous oversight of both crew and technical condition, not function as a paper compliance exercise dusted off before an audit.

Smulders frames the alternative directly: thorough, continuous maintenance and genuinely embedded safety practice, sustained day to day, rather than a fleet's SMS existing mainly to survive its next audit cycle. The distinction matters because PSC inspectors, insurers and charterers can all tell the difference between a company that lives its SMS and one that produces it on request.

The Root-Cause Framing

The most useful part of Smulders' argument is about where a genuine safety culture actually comes from: when a company empowers crew to report defects early, and management ashore responds by fixing them promptly, without commercial pressure overriding the fix. That loop — early report, prompt fix, no commercial override — is what turns an SMS from paperwork into a real risk-management tool.
