A Circular Written Because Drills Were Killing People

IMO's MSC.1/Circ.1578, Guidelines on Safety During Abandon Ship Drills Using Lifeboats, was originally issued 19 June 2017 and reissued 14 July 2021 with a corrected SOLAS III/19.3.4.4 footnote reference — the same document, current under the same circular number, not a separate "Rev.1" release. It exists because lifeboat drills, not real emergencies, were the leading cause of LSA-related deaths and serious injuries in the years before it was written. The guideline's core move is a distinction that sounds almost too simple to matter until you see what it prevents: a drill and a test are not the same activity, and should never be run as if they are.

Drills vs. Tests — Why the Distinction Matters

A test exercises the equipment itself — the release mechanism, the winch, the brake — under controlled conditions, specifically to confirm it functions correctly. A drill exercises the crew's competence to launch, board, and operate the lifeboat under realistic (but safe) conditions. Conflating the two means either testing equipment with people aboard who don't need to be there for a mechanical check, or running a crew drill that quietly skips the procedural rigour a real test demands. MSC.1/Circ.1578 requires they be treated, planned, and risk-assessed as genuinely separate activities.

Free-Fall Lifeboats: The Specific Rule That Prevents a Specific Accident

The circular's appendix addresses free-fall lifeboats directly: simulated launching during a drill must be conducted without physically activating the free-fall release system. Testing the release system is a separate activity from simulated-launch drills, and the two must not be combined. This exists because a free-fall lifeboat's release mechanism, once triggered, commits the boat to an actual fall — there's no safe way to "partially" activate it during a drill with crew aboard. Simulating the launch sequence teaches the crew procedure; only a genuine, separately-planned test should ever engage the release itself.

This circular's core discipline — separating equipment testing from crew drilling, and never combining a live mechanical check with people aboard who don't need to be there for it — sits directly alongside this week's BSU investigation into SEAHAKE's rescue boat davit failure. BSU's own recommendation after that accident was strikingly similar in spirit: lower the boat unmanned first, close to the water, before anyone boards — precisely the kind of separation between "prove the equipment works" and "put people in it" that MSC.1/Circ.1578 already mandates for free-fall lifeboats specifically. Different launching appliance, same underlying safety logic.
