JOLENN: The Fire That Started While the Boat Wasn't Even at Sea
Why Shore Power Deserves Its Own Safety Conversation
Shore power — plugging a vessel into a dockside electrical supply instead of running generators while alongside — is genuinely useful: quieter, cheaper, and increasingly standard as ports expand cold-ironing infrastructure. It's also an electrical risk crew tend not to think about the same way they think about engine-room hazards, precisely because the vessel isn't underway and nothing feels operationally 'live.' BEAmer's investigation into a fire aboard the trawler JOLENN shows exactly why that instinct is wrong.

JOLENN, an 11.95m wooden trawler, was moored in the Bassin Duquesne at Dieppe, connected to shore power for lighting and a small electric heater in the wheelhouse — standard practice to keep sensitive equipment dry between trips. The skipper, 34, was aboard alone doing routine maintenance after a scallop trip, making trips back and forth to his dockside garage. Nothing about the evening suggested anything was wrong.
What Happened
Returning to the vessel, the skipper noticed smoke coming from the machinery-space ventilation grille. He went aboard immediately and opened the access hatch to the machinery compartment without taking any precaution first. The sudden inrush of air caused what the report describes as an 'explosion' — a backdraft, feeding a fire that had been building in the sealed compartment. He was burned on his face and hands.
He raised the alarm at 21:30; firefighters arrived within ten minutes, including a specialist unit trained for vessel fires. Around 50 firefighters worked the incident. Because of the risk of the vessel sinking from firefighting water, they fought it primarily with foam. The engine room and wheelhouse were, in the report's own words, 'ravaged.' The fire was under control by 22:30 and fully out by 23:00, after extensive — and necessarily destructive — overhaul work to reach every pocket of fire inside the machinery space and accommodation.
What the Investigation Found
BEAmer couldn't establish the fire's exact origin with certainty — the damage in the area was too extensive. But the most likely cause was a short circuit either in the shore-to-ship power transformer or the electrical panel in the machinery compartment, both on the port side. The vessel's shore connection was doing exactly the job it was meant to do — powering wheelhouse lighting and a heater to protect equipment from damp — when something in that electrical path failed.
The Real Lesson
Two things compounded here, not one. First, an electrical fault in a shore-power connection is a real ignition source, not a theoretical one — the same as any other electrical fault, just one crew are less primed to expect because the engine isn't running. Second, and separately: BEAmer's own conclusion singles out the vessel's small size and layout as a genuine aggravating factor — on an 11.95m boat, the difficulty of moving through the accommodation and machinery spaces made even this moored, dockside incident worse than it might otherwise have been. The skipper's instinct to open the hatch and look was completely understandable — it's exactly the same instinct that caused NINJA II's fuel-cap explosion, just with a shore-power fault behind the smoke instead of a stalled engine. BEAmer drew this same conclusion again the following year, investigating a near-identical fire aboard REGARDE AILLEURS — it's not a one-off pattern, it's a recurring, named vulnerability in how small fishing vessels are built.
Check Your Vessel
- All crew: If your vessel uses shore power for lighting or heating while alongside, do you know where the shore-to-ship transformer and connection panel actually are, and are they inspected as part of your routine electrical checks — not just the vessel's own onboard wiring?
- Skippers: If you see smoke from any compartment, moored or underway, do you have the discipline to check for heat and assess from outside before opening a hatch — even when the instinct is to look immediately?
- Owners of small vessels: Is escape and access through your accommodation and machinery spaces genuinely practical in an emergency, or does the vessel's small size make this harder than it looks on a normal day?
