Strait of Hormuz: Iran and Oman's Competing Proposals to Manage the World's Busiest Oil Chokepoint

What's Actually Being Proposed

With the Strait of Hormuz remaining a high-alert chokepoint for global shipping, Iran and Oman have exchanged competing proposals over how transit through the strait should be managed. Oman's proposal, reportedly backed regionally, models itself on the Strait of Malacca arrangement (where Indonesia, Malaysia and Singapore ask transiting ships for voluntary contributions funding navigation, environmental protection and search-and-rescue): a shipping route split 50/50 between Iranian and Omani territorial waters, with neither state holding sole control. Iran rejected this, countering with a route structure that keeps both inbound lanes substantially within its own territorial waters, effectively retaining oversight Oman's plan would have shared. Oman is reportedly now considering a third option: three separate lanes, one through Iranian waters, one international, and one through Omani waters.

Why This Matters for Shipping Right Now

None of this is resolved, and none of it is binding yet. But for ship managers, masters and DPAs running Gulf transits, the proposals themselves are a signal worth tracking: whichever structure eventually gets adopted will likely affect voyage planning, insurance and war-risk premiums, and possibly transit fees, for one of the busiest oil-shipping routes on the planet.
