The Map of ECAs Is About to Close a Gap

Amendments to MARPOL Annex VI, adopted at MEPC 84, designate the North-East Atlantic as a new Emission Control Area for nitrogen oxides, sulphur oxides, and particulate matter. It comes into force on 1 September 2027. The area covers the Exclusive Economic Zones and territorial seas of Portugal, Spain, France, Ireland, Iceland, the Faroe Islands, Greenland, and mainland UK that aren't already inside an existing ECA. Once it's live, it links the Canadian Arctic, Norwegian Sea, North Sea, and Mediterranean Sea ECAs into a single, continuous regulatory zone.

What Actually Changes, and When

Sulphur limits take effect on 1 September 2028: ships must burn fuel with sulphur content no higher than 0.10%. Any diesel engine above 130 kW operating within the ECA must be certified compliant with Tier III NOx emission limits. Note the two-stage timing — the ECA designation itself starts a year before the sulphur limit actually bites, which gives operators a runway, but not an indefinite one.

What Every Deck and Engine Officer Should Take From This

  • If your trading pattern touches the Portuguese, Spanish, French, Irish, Icelandic, Faroese, Greenlandic, or UK coasts, check now whether your fuel and engine compliance plan covers this new zone from the relevant dates
  • The linkage of ECAs into one continuous area removes the option of routing through a gap between zones to avoid compliance — plan fuel changeover points accordingly
  • Engines above 130 kW without Tier III certification will not be compliant to operate within the ECA once it's active — verify your vessel's engine certification status well ahead of the deadline
  • Fuel changeover procedures and log entries remain a Port State Control focus area — get the paperwork right, not just the tank
